First, you need to complete the "Where Winds Return to Celestial Realms" quest in Wuthering Waves. This quest, set in the Shores of Last Breath, is primarily combat-focused and can be completed in one session, though it may take some time. Completing this quest is crucial as it unlocks the arena where Nightmare Tempest Mephis resides.
Next, you must locate all the Dream Patrols in the Shores of Last Breath. Simply discovering these patrols and marking them on your map is sufficient; you don't need to complete them. Once all Dream Patrols are found, you'll receive a notification that Nightmare Tempest Mephis has appeared, allowing you to challenge it at the location shown in the image above.
