Quest Initiation:
Locate the Brannof Hall Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons and enlist your help. Crucially, speak to him twice to receive both investigative leads.
Quest Completion:
Two separate investigations are necessary. Before starting, remove any Town Guard attire to avoid suspicion.
1. Captain Shirker's Lead:
Find Captain Shirker aboard The Vincible (docked southeast in town).
After a meal at The Delectable Dab (near the Town Square), he'll mention a man in a blue waistcoat. Locate this individual in the Town Square.
He'll point you towards "The Illusion," a weapons dealer. To access the weapons, you must impersonate "Sam," requiring a monobrow. Visit the hairdresser on Old Street West (costs 8 Silver and 280 Copper).
